Shortage of wood as a raw material for fuel and construction had resulted already during the Middle Ages in the first steps aiming at forest conservation. Sylvicultura oeconomica by H. C. von Carlowitz, a publication which appeared in 1713, was an important event in the development of forest management. This publication defined the principles behind the sustainability, planning, planting and management of forests. However, the concept of forest sustainability was not successfully promoted during the 19th century, when a technical–economic model of forest management prevailed based on „normal forest“ principles. Plantations of fast growing species, especially of spruce, produced a great quantity of wood, but on the other hand brought hitherto unknown problems.
